The Algerian legislator worked on embodying the administrative decentralization system, with the aim of activating local representation, bringing the administration closer to the citizen, and giving the people of the regions an opportunity to choose their representatives and participate in decision –making at the local level , and this was evident in both the state and the municipality, and they were granted a number of powers in different fields, trying the legislator achieving a kind of independence for such local bodies so that they are, as a general asset, independent of the central authorities, because the administrative decentralization system cam as a reform of the deficiencies of the Central system that depends on restricting the administrative position to the central authorities and solely taking decisions.
