Arabic Abstract

يعتبر موضوع التنمية من بين المواضيع الأكثر أهمية نتيجة تزايد الاهتمام به في مختلف الدول، كونه نشاط يهدف لإحداث الانتقال نحو الأفضل، بحيث لم يعد هذا المفهوم يقتصر على مجال و احد، فمن بين أوجهه التنمية المحلية خاصة ما تعلق منها بمشاركة المواطن في هذه التنمية عن طريق ممثليه في المجالس المحلية المنتخبة، لان هذه العملية تتطلب كوادر بشرية قادرة على القيام بالمهام المطلوبة منها بالتزام نابع من الذات، و هو الأمر الذي يجعل من الفرد العنصر الأساسي في عملية التنمية.

و تعـد المجـالس المحليـة المنتخبـة مـن أهـم الآليـات، التـي تتجسـد مـن خلالهـا مشـاركة أفـراد المجتمع المحلي في مختلف الأعمال و المشاريع التنموية و ذلـك لأن الأفـراد المحليـين هم الأكثر دراية بمشاكل و متطلبات و خصائص منطقتهم.

وعليه يستحيل الحديث عن التنمية المحلية دون الرجوع إلى الدور الذي تؤديه المجالس المحلية المنتخبة في جميع المجالات.

إلا أن هذه المجالس تواجه جملة من العراقيل كانعدام التمويل المحلي الذاتي، خاصة أن التمويل المحلي من الضروريات اللازمة و الأساسية لقيام التنمية المحلية، و عراقيل أخرى و هو الأمر الذي يتطلب تفعيل اليات لتحسين أدائها و انعكاسه إيجابا على مسألة التنمية المحلية.

English Abstract

The issue of development is considered among the most important topics as a result of the increasing interest in it in various countries, as it is an activity that aims to bring about a transition for the better, so that this concept is no longer limited to one area, among its aspects is local development, especially those related to citizen participation in this development through his representatives in the local elected councils, because this process requires human cadres capable of carrying out the tasks required of them with commitment stemming from the self, which makes the individual the basic element in the development process.

Elected local councils are one of the most important mechanisms through which the participation of members of the local community in various projects and development projects is embodied, because local individuals are the most familiar with the problems, requirements and characteristics of their area.

Therefore, it is impossible to talk about local development without referring to the role that elected local councils play in all areas.

However, these councils face a number of obstacles such as the lack of local self-financing, especially since local financing is a necessary and basic necessity for local development, and other obstacles, which require activating mechanisms to improve their performance and its positive impact on the issue of local development
