The preliminary examination is the first stage of procedings befor the ICC, in which the prosecutor decides the seriousness of the situations and determines the extent of their ability to investigate and prosecute, with in limits of its jurisdiction, and the required of gravity and necessity of complementarity, and with serving interests of justice.
