Arabic Abstract

يهدف هذا البحث إلى دراسة الخدمات الرقمية التي اعتمدتها وزارة العدل الجزائرية في معاملاتها الإدارية و القضائية بهدف تبسيط الإجراءات للمواطنين و تقريب الإدارة من المواطن ضمن الاستراتيجية الحكومية لتعزيز الرقمنة في الإدارة العمومية الجزائرية، وتوسيع الحوكمة الرقمية بما يتماشى مع التطورات الحاصلة في هذا المجال على الصعيد الدولي، و سنحاول من خلال هذه الورقة استعراض دور هذه الخدمات سواء المعاملات الإدارية أو الإجراءات القضائية عن بعد في المساهمة بعملية التصدي للأزمة الصحية العالمية التي شكلتها جائحة كوفيد-19، و التي تم استغلال الخدمات و التطبيقات الرقمية التي تم إنشاؤها سابقا و التي تم استحداثه في ظل الأزمة الصحية لتسيير قطاع العدالة بطريقة تساهم في الجهود الوطنية لمواجهة الجائحة و تضمن استمرارية تقديم الخدمة العمومية للجمهور دون اختلالات تنظيمية أو عملية

English Abstract

The purpose of this research is to study the digital services adopted by the Algerian Ministry of Justice in its administrative and judicial processes with a view to streamlining procedures for citizens, bringing the administration closer to citizens in the Government's strategy of promoting digitization in Algerian public administration and expanding digital governance in line with developments in this field at the international level.

Through this paper, we will try to review the role of these services, whether administrative transactions or remote judicial proceedings, in contributing to the response to the global health crisis of the Covid-19 pandemic, which exploited the previously created digital services and applications developed in the context of the health crisis to manage the justice sector in a way that contributes to national efforts to address the pandemic and ensures the continuity of public service delivery to the public without organizational or practical imbalances
