Arabic Abstract

تعد حوكمة التعليم الجامعي من العمليات الأساسية التي ترتكز عليها البرامج التعليم العالي، و اذا كانت الحوكمة كمصطلح مأخوذ من حوكمة الشركات هي منظومة من القوانين و العوامل التي تتحكم في عمل الشركة وفي علاقاتها بالزبون و بالشركاء و بالمجتمع، كما تختص بالتعليمات و الأحكام لفرض الانضباط و الرقابة و لتحديد المهام و الصلاحيات، بهدف تحسين الأداء بما يخدم مصالح الشركة و مساهميها، هذا عن حوكمة الشركة الاقتصادية التي هدفها مادي نفعي و ربحي، أما عن معنى حوكمة الجامعة فهي عنصر هام في إصلاح التعليم العالي (كمفهوم جديد) يتضمن كيفية قيام الجامعات و أنظمة التعليم العالي بتحقيق أهدافها ووظائفها ( كوظيفة الاتصال، و التسيير و اتخاذ القرار، و التدريس و المتابعة الخ.

) و هذا بوضع لوائح تجسد و تحدد المسؤوليات و الصلاحيات لمراقبة التطبيق و التنفيذ الناجح للبرامج و لهيئات التدريس و بالتالي لتطوير المعرفة العلمية

English Abstract

The governance of university education is one of the basic processes on which higher education programs are based, and if governance, as a term taken from corporate governance, is a system of laws and factors that control the company's work and its relations with the customer, partners and society, and it is also concerned with instructions and provisions to impose discipline and control and to define tasks and powers With the aim of improving performance in a way that serves the interests of the company and its shareholders, this is about the company's economic governance whose objective is material, beneficial and profitable As for the meaning of university governance, it is an important element in the reform of higher education (as a new concept) that includes how universities and higher education systems achieve their goals and functions (the function of communication, management and decision-making, teaching and follow-up, etc.
