This article deals with the general situation of establishing the educational project in Algeria, by highlighting the circumstances that coincided with its establishment and represented in a set of socio-organizational obstacles, especially those related to the formulation of the general objectives of the educational institution and its relationship to the state's general political and ideology, and the implications of various situations on the performance of the sector.

In its entirety, it aims to reduce the problems that the sector suffers from.

During its new reform project, the educational policy has indicated its desire to make a significant shift in the history of the educational system, including the reforms it contained in the level of its organizational structure and the suggestion of alternatives that would restore the balance.
