Abstract EN

In view of the fundamental developments in the contemporary form of the state, which have affected all aspects of life, moving from its traditional role as a custodial state to its modern role as a intervening state, there is an urgent need to transform the administration as the most important tool of the State in achieving its objectives, from the slow and monotonous pattern of traditional administration to the modern type of administration that takes the form of digital management.

This article is concerned with examining the objective reasons and motives behind this qualitative transformation in the administration, both in form and content, and with the statement of the obstacles to this transformation.

We will rely on the descriptive and analytical methodologies.

The justifications for shifting from traditional management to electronic management are summarized in the developments related to computers and communications, as well as the speed in completing work and providing services, as well as strengthening public confidence between the administration and the users.

However, there are a number of obstacles that prevent this transformation, perhaps the most important of which is related to the administrative side, including those related to the technical side, in addition to financial and security obstacles.
