The emergence and widespread spread of the corona virus – covid 19- has led to a state of panic among the international community, leading states to declare a state of emergence and apply quarontine restrictions for the sake of public health, and to consider the corona virus to be a case of force majeure.

These measures taken had economic and legal effects, especially on the maritime transport of goods, which raised the question about the possibility of consideringthe Corona virus - Covid 19 - as one of the reasons for exempting the shipping carrier of goods from responsibility.
