Safeguards for the protection of prisoners from the use of cruelty in international conventions have been studied in two compatible and interconnected topics, which produced the most important recommendations represented in the idea of establishing a global organization for the reform and social rehabilitation of prisoners - a specialized agency linked to the Economic and Social Council - as it represents the international body capable of bearing the role of the United Nations.

It took upon itself the leadership of the international movement in this field for more than half a century.
