Development has a temporal and spatial dimension that is constantly and continuously linked to human life, through various stages of its development, to meet its needs, and to increase these needs in various fields in parallel with the expansion of the concept of the state and the extension of its territorial sovereignty by strengthening the powers of public utilities represented by regional groups.

If national development is represented by a range of national programs and projects for various sectors, regional development is the reflective woman of those programs or projects, and its true image is embodied by the role played by regional groups as the right environment for the application of the state-controlled development strategy.
