The transformation of the attention of global economic thought to human development and the development of concepts and indicators to measure the mis a form of adaptation of the tools of the social sciences, and because thought and concept must be human, since human development means the development and well-being of people directly, it is humanity to meet their needs, there by allowing for a new approach to reflection to wards progress.

At the beginning of the third millennium and algeria's exit from isolation thanks to security stability, it entered a new phase in which very ambitious development policies were pursued at all levels economically, socially and politically throughout the period 2000-2015, taking advantage of high oil prices and the recovery of the public treasury, and several strategies were taken by focusing on human development and its dimensions through reforms that affected the education, health, housing and employment sectors, forcing a vision of the development of its reality, particularly the transition of Algeria from the category of medium to high human development countries.
