Arabic Abstract

تهدف هذه الدراسة إلى إبراز أثر الرقمنة على المالية العامة في الدول العربية، من خلال تسليط الضوء على مزايا ومكاسب رقمنة المالية العامة (الإيرادات والنفقات العامة)، بالإضافة إلى أثر الرقمنة على كفاءة إعداد وتنفيذ ومراقبة الموازنة العامة، وفي الأخير إلى أهم التجارب العربية على صعيد رقمنة المالية العامة.

توصلت الدراسة إلى العديد من النتائج من أهمها أن التوسع في الاعتماد على التقنيات الرقمية يسهم في الحصول على المعلومات والبيانات بشأن الموارد الحكومية وخاصة منها الضريبية بشكل آني وشامل، يمكن صانعي السياسات والقائمين على تنفيذها من أداء دورهم بصورة أكثر كفاءة وموضوعية، حيث تسهم هذه البيانات في صورتها الرقمية من التحليل الدقيق لها وبالتالي اتخاذ القرارات سليمة على أسس سليمة.

English Abstract

This study aims to highlight the impact of digitization on public finances in the Arab countries, by highlighting the advantages and benefits of digitizing public finances, in addition to the impact of digitization on the efficiency of preparing, implementing and controlling the public budget, and finally to the most important Arab experiences in terms of digitizing public finances.

the study reached many results, the most important of which is that the expansion of reliance on digital technologies contributes to obtaining information and data on government resources, especially tax ones, in a timely and comprehensive manner, enabling policy makers and theses implementing them to perform their role in more efficient.
