لما كانت الولاية جزء من إقليم الدولة تتولى إدارة المرافق العمومية و الشؤون المحلية بقدر كبير من الاستقلال، كان لها الدور البارز في تحقيق التنمية المحلية، وفقا لآليات معينة، عن طريق الهيئات التي تسيرها، و المتمثلة في الوالي، و المجلس الشعبي الولائي، إضافة إلى مجلس الولاية، و لتجسيد هذه التنمية المحلية و تعزيز الاستثمار خول المشرع الجزائري للولاية مجموعة من الطرق و الآليات، و التي تتمثل في التمويل عن طريق الميزانية و نظام المخططات الولائية، و لبلوغ الولاية آفاقها و هدفها في تحقيق التنمية المحلية راع المشرع الجزائري عاملين في سبيل ذلك و هما المجال المالي، و البيئي.
Abstract EN
Since the state is part of the nation's territory, the administration of public utilities and local affairs has a great deal of independence.
It has played a prominent role in local development, in accordance with certain mechanisms, through its governing bodies, the governor, the People's Assembly, In order to realize this local development and to promote investment, the Algerian legislator of the state has adopted a number of methods and mechanisms, namely, funding through the budget and the system of state schemes, and to achieve its objectives and objectives in achieving local development, Mali, and the environment.

Étant donné que l'État fait partie du territoire de l'État, l'administration des services publics et des affaires locales jouit d'une grande indépendance.
