This study aims to shed light on Islamic sukuk in general and sovereign sukuk in particular, as an effective tool in the hands of central banks to manage cash liquidity in the national economy by using it within the indirect monetary policy tools in what is known as the open market, and it also contributes to alleviating and covering the budget deficit.

It is a tool in the hands of the government to finance its development projects, in addition to being an innovative financial paper in an Islamic formula that expands the base of securities in the financial market and increases the number of investors, and thus it is an effective tool in developing the stock market.

The experience of Sudan is considered one of the leading Arab experiences in sovereign sukuk, as it has achieved positive realistic results by financing projects of public interest and financing its budget deficit, in addition to the experiences of Malaysia and Indonesia
