Business process reengineering is a new model that includes all the mechanisms of public and private sector organizations for improving their operating way, and it is helping to build leadership capacity to conduct challenges and competition by creating new visions and missions for companies, through which these organizations are able to propose and apply a new set of strategies, through the researcher's attempt to find the best way in which it enhance the quality of higher education as a means of influencing human resource skills, as a benchmark of the state's competitive advantages, through the use of the method of reengineering administrative processes.

among the most important results reached through this research paper, is that the reengineering administrative processes (RAP) in higher education is a methodology of analysis, design and implementation.

it includes several pre-defined steps and stages.

the successful implementation of the RAP leads to achieve the planned learning outcomes.

well-planned educational decisions that ensure economy in cost and time and attain high outputs, would allow reaching this end.
