Abstract EN

The present study aimed at illustrating the social dimension of the delegation contracts of public utilities through the position of beneficiaries in a comparative study between Algeria, Morocco and Tunisia, using the descriptive analytical approach.

in the light that the government's desire to reduce the burden of running public utilities, which has become overburdened, particularly with regard to regional groups with growing financial deficits and catastrophic declines in the quality of services.

to ensure better services by strengthening the status of beneficiaries of public utility contracts in Algeria, Morocco and Tunisia, and including them with legal guarantees that would ensure the social function of the state, primarily for the benefit of the public good.

Tunisia has adopted social criteria for the award of the package contract.

Algeria has strengthened the status of beneficiaries by a number of laws.
