Abstract EN

The President of the Republic plays a key role in the Algerian institutional system; It is of great importance and lofty status as the protector of the constitution and the embodiment of the nation's unity.

The constitutional texts in the Algerian experience, starting from the first constitution of 1963 and ending with the last constitutional amendment of 2020, have tended to consolidate and strengthen the legal position of the President of the Republic in a way that is not in line with the responsibility entailed by him, and this is a violation of the rule that states that wherever the authority is found, the responsibility is found.

Accordingly, the implementation of the principle of interdependence between power and responsibility remains elusive in the absence of a balance between what the Algerian constitutional founder has conferred on the President of the Republic with wide powers and powers, whether in the executive or legislative fields as well as the judiciary.

And the idea of responsibility is almost non-existent in the constitutional text.
