The citizen’s enjoyment of all his rights and freedoms is a necessary requirement in his life, and even an inevitable necessity for his security and stability, but this is not absolute, as he is always condemned to the restriction of maintaining public order and public morals, as Algeria guaranteed public freedoms, including freedom of opinion in all its constitutions, Therefore, the administration in its actions should not infringe on these freedoms in contravention of the constitution, whether in normal or exceptional circumstances, but in light of the state’s application of the theory of exceptional circumstances, the constitutional amendment in 2020 gave broad powers to the administration in the face of these circumstances, such as the state of emergency, the state of siege, and the situation The exceptional
