The fragmentation and multidimensionality of the environmental phenomenon requires broad participation between national actions in order to ensure and protect them.

Therefore, the legislature had to, gradually, engage the municipality as a central environmental protection actor, considering it as the base regional group of the state, and even entrusted it with a range of broad powers in this area/ field.

He also provided it with a set of legal mechanisms to achieve its environmental objectives, of which the environmental administrative licensing is the most important, as a traditional legal means with preventive objectives issued before the occurrence of the environmental damage.
