The owner of the patent has the right to exploit his patent, during a period of time specified by law, but this exploitation is not olute but is subject to restrictions, if any person can at any time obtain from the competent authority a license because of non-exploitation of the invention or a deficiency in it even if its owner did not agree, and this is called compulsory licenses.

In view of the great importance of the subject of compulsory licenses for patents and its impact on the parties and the national economy, this research came with the aim of studying the issue of compulsory licenses with an explanation of all the aspects surrounding it and the legal implications of it.
