This study attempts to know the role of the Supreme Youth Council as a mechanism for societal participation in decision-making, as is well-known.

The actual establishment of this body was announced at the end of 2021, the culmination of the path of political reforms undertaken by Algeria since the announcement of the popular approval of the Constitutional amendment bill referendum in November 1, 2020, the goal of establishing this new body as stipulated by Decree No.

21-416 of October 27, 2021, which clarified the tasks, formation, organization and functioning of the Supreme Council for Youth, but the achievement of the desired goals of this body depends on a number of empirical and sociological conditions that the study tries to clarify And its analysis, showing the nature of the suggestions and constraints that accompany the formation of the Higher Council for Youth, and the ways to make it an institution with the power of suggestion and community participation as a decision-maker.
