The simultaneous developments of contemporary life and the transformations resulting from urban sprawl and urbanization and development projects, put a terrible pressure in the form of a threat to the cultural property, which led to the establishment of a buffer zone surrounding the the real estate cultural heritage, which represents a guarantee that it's will not be threatened.

However, the contemporary trend in the real estate cultural heritage's protecting policy is unanimously agreed that the most important goal that can be achieved by adopting the buffer zone is to attach the urban identity to the enhanced protection of the site, in a bilateral consensus aimed at changing the reality of the architectural heritage in Algeria in order to achieve a modern urban model with an authentic identity.
