This study aims to highlight the importance of financing-in all its forms-in supporting and developing emerging institutions that have become the main engine of economic growth for countries.

However, they have faced several financing difficulties due to their adoption of innovative risk-based ideas, which contributed to the reluctance of banks to grant them credit In order to ensure the continuation of this kind of institutions, the Algerian legislator created a legal framework that included several mechanisms for its financing, either in order to contribute to the start of the project or its continuation, survival and permanence and in order to achieve this, he singled out a special allocation account entitled « Star-Up »: Support and Development Fund for the Economic System of Emerging Enterprises, that contributes to the promotion and development of the emerging enterprise environment and innovation.
