Abstract EN

For many years, State security has been seen as the only concept to protect the State and its sovereignty from any threat of a military nature coming from abroad.

But with the major transformations that occured in the early 1990s, which revealed the fragility of the States security system, a new concept of security based on human security has emerged, taking into consideration all kinds of security threats and involving new forces alongside the State.

This new concept is "humanitarian security".

This latter has not come as an alternative to national security, but has come to complement it and ensure greater effectiveness, which implies that real security is now based on the individual, not just the State.

This means that there is no security for the State without the security of its citizens.

Hence, this new approach to security takes into account the issue of human rights, comprehensive development, social cohesion and legal sovereignty as a priorities.
