the state, structures, and local communities are unable to confront them alone, regardless of their capabilities, as they rip the fundamental base, lead to losing its balance, and destroy the basic infrastructure, necessary services, and means of living in the community, on a scale that exceeds the natural ability of the affected group to deal with it without assistance.

the source of these dangers may be natural: earthquakes, floods, and fires or human, as technological risks: nuclear, industrial radiation, pollution, and human gatherings .defining concepts and terminology for major risks and disasters is necessary to understand the topic and study it, especially since there are many terms used in this topic, which may confuse the researcher, student, or user of these terms and concepts, meanings, and semantics.

the Algerian legal framework defined the main principles, arrangements, plans, and means adopted by the legislator to prevent major risks in terms of the principle of precaution, caution, and readiness to reduce the size of their effects when the danger occurs, and determined the responsibility of each body charged with managing the situation, especially the regional groups, due to their proximity to the field because such situations require the speedy implementation to save lives and deal with them with the least damage.
