Ensuring the completion of investment projects is a constitutional principle as it is as the responsibility of the host state to make these projects secure and not subject to acquisition by political administrative decisions in the shade of economic freedom and global investment guarantee and the retention of the state original guard role which is the protection of people's property and development planning.

it has also incorporated doing investment in the development plan through using investors in all their forms provided that they respect the laws, especially environmental protection, public order, and make the public administration keep an eye on the technological developments and investment laws.
