after the outbreak of world war ii and the consequent escalation of armed conflicts, as the phenomenon of asylum and displacement from countries increased to escape the hell of wars, as is happening these days at the level of the conflict between Russia and Ukraine, where the number of refugees exceeded 4 million people in the first stage, which led he called on the international community to develop mechanisms for the international protection of refugees by concluding international agreements, and despite the fact that the charter of the united nations prohibited the use of force between states, armed conflicts increased and expanded, leaving many refugees from their homes and among the most prominent countries that knew this phenomenon (Iraq, Afghanistan, Palestine, Ethiopia, Syria, Mali and Ukraine).
