The present article aims at defining the language profeciency, according to old Arabic linguistical thought scholars.

through investigating the similarities and differences between their own ideas, and Noam Chomsky ones.

via a linguistical approach, between them, in terms of definition of the concept of language profeciency ; types, mechanisms and its obstacles.

the research results revealed that the elders had a long experience in the topic, especially for Ibn Khaldoun.
