هدفت هذه الدراسة إلى تسليط الضوء على واقع التمويل المحلي في الجزائر و دراسة مدى فعاليته في إحداث تغييرات إيجابية على واقع التنمية المحلية و ذلك قصد إعطاء صورة واقعية تعكس الوضعية المالية الحقيقية للبلديات الجزائرية، كما هدفت هذه الدراسة إلى تبيان أهمية التوجه المقاولاتي و دوره في تعزيز الدور الاقتصادي للجماعات المحلية و تنويع مصادر الموارد المالية المحلية، حيث تم التطرق ضمن هذه الورقة البحثية إلى واقع التمويل المحلي في الجزائر و تشخيص مكامن الاختلال فيه و من ثمة البحث عن أفضل الآليات التي تسمح بتعبئة الموارد المالية الذاتية للجماعات المحلية و ترقيتها، حيث تم التطرق إلى متطلبات تعزيز رهان المقاولاتية على المستوى المحلي و لقد خلصت هذه الدراسة إلى الإشارة بضرورة خلق و ترسيخ الفكر المقاولاتي على مستوى الإدارة المحلية بهدف تنويع مصادر الموارد المالية المحلية.
Abstract EN
This study aimed to highlight the importance of the entrepreneurial orientation and its role in promoting the economic role of local communities and diversifying local financial resources, as this paper addressed the reality of local funding in Algeria and the diagnosis of the imbalance.
the mechanisms that allow the mobilization and promotion of the self-financing resources of local communities, where the requirements of strengthening entrepreneurship at the local level were addressed, and this study concluded that the need to create and consolidate entrepreneurial thinking at the level of local administration in order to diversify the sources of local financial resources.
