This article deals with the issue of the "Russian Diaspora", and examines the policies taken by the Russian authorities towards Russian citizens living in neighboring countries or what Russian politicians call the neighboring stranger, and the heated intellectual and political debates about the new concept of Russian identity and the place of the Russian diaspora in enriching it.

It focuses on the clear distinction between the vision adopted by the Russian authorities during the period of Russian President Boris Yeltsin and the conservative opposition represented by the Communist Party and right-wing nationalist currents.
