The study aims to research the origins of the concept of civil society as a new actor in contemporary issues by referring to the reasons that led to its emergence, relying on a set of theoretical perceptions ranging from Western thought to Arab thought to contemporary thought, starting from the variable of the state's relationship with society.

Civil society was formed from the perspective of the technological and digital revolution imposed by globalization, to be a collective action through social networks, to go beyond the traditional roles and orientation towards the virtual space, with the aim of increasing interaction and communication between the various actors, and the orientation towards the independence of the activity.
