The elected local councils in Algeria are the deliberative organizational structure of the municipality and the state, through which it expresses the will of the people, thus it has a great role in achieving local development.

In this study we aim to clarify the crisis experienced by local councils through the phenomenon of blockage and its impact on Local development which, by macro-perspective, is the basis for achieving comprehensive and sustainable development at the national level.

Let us conclude with results that show that this crisis continues to worsen, affecting local development.
