The aim of this paper is to make a thorough diagnosis of the current situation of the tourist land in the wilaya of Tlemcen, and this by adopting a descriptive and analytical approach and by using secondary data collected from the tourism department.
secondary, we will draw up a list of the main problems faced by any investor wishing to carry out tourism projects, particularly in terms of accommodation.
the results of the study clearly show that tourist land remains hostage to a bureaucracy burdensome which mortgage the development of tourism at the ZEST.

L'objectif de ce papier est de faire dans un premier temps un diagnostic approfondi de la situation dans laquelle se trouve le foncier touristique dans la wilaya de Tlemcen, et ce en adoptant une approche descriptive et analytique et en nous servant de données secondaires recueillies auprès de la direction du tourisme dans un second temps, nous allons dresser une liste des principaux problèmes auxquels se heurte tout investisseur désirant réaliser des projets touristiques, et notamment en matière d'hébergement.
les résultats de l'étude montrent bien que le foncier touristique demeure otage d'une bureaucratie pesante qui hypothèque le développement du tourisme au niveau des ZEST.
