However, this huge humanitarian gathering lacks common ethical standards, which prompted the European Council to conclude the Budapest Convention in 2001 on cybercrime, which provided images to combat cybercrime.

However, there are many obstacles to international cooperation, perhaps the most important of which are: the lack of consensus And an agreement between countries on a concept, which imposed on the Algerian legislator, along the lines of comparative legislation, the inevitability of intervention by imposing different mechanisms, which raises within us a question about its nature and its effectiveness in combating cybercrime.
