Abstract EN

The research concerns a topic that is considered one of the most important topics of administrative law, which is the public service, which is the second function of administration, moreover it is considered as a tool to fulfill needs of citizens, while saying that the organization of the public service submits to a legal system, which is considered as the spirit of public service, where this legal system consists of constitutional principles in the Algerian legal system, these principles are represented in, the principle of continuity of the public service, the principle of equality in front of the public service, and the principle of mutability of the public service.
