This article aims to clarify the manifestations of regulatory authority within the institution and identify the problem that would hamper its functions, as the authority has received a lot of attention from researchers, both on the theoretical side.

or the field, because it considers it as a Socio-organizational phenomenon and the main axis in the organizational structure of institutions by identifying its sources and forms, types, and how they are applied by the work bosses who exercise control and influence the behavior of workers by virtue of their position in the hierarchical ladder and their personal characteristics and experiences during the performance of their tasks and functions by making the appropriate decisions and activating the communication network.

On the other hand, the behavior of the worker is the result of an interaction between the internal forces of motivations and values and the set of environmental factors that surround him, because it obliges the worker to adapt in accordance with the laws and regulatory guidelines to achieve specified goals.
