The phenomenon of humanitarian intervention is not new in international relations, but has become mainly prominent in the world's cold war, the transformations of the international system have worked after the collapse of the soviet union and the proliferation of internalities in many countries.

highlighting a new form of intervention is under way to defend human rights, protect minorities and provide humanitarian assistance, our study is trying to research on the legitimacy of humanitarian intervention by addressing him as an idea and the acquisition of international charters and its legitimacy by studying the Rwanda crisis and international intervention.
