The municipality gains it in the areas of environmental protection and local development, and it has the right to solve many local problems, either individually or through partnership with citizens, associations and all local actors.

However, these tasks of the municipality in protecting the environment and achieving sustainable development are faced by a number of difficulties that limit the role of the municipality locally, as the lack of financial funds in light of the lack of sufficient financial resources for most municipalities to achieve the equation of environmental protection on the one hand and on the other hand achieving local development, as well as The poor experience of the local team and poor local management, all of this contributed to affecting the efficiency of the municipality's tasks locally, especially in the environmental field.
