This article deals with the issue of the development of the legal system for the employees of local communities in Algeria, which has witnessed a qualitative leap through the adoption of the Algerian legislature of the concept of the regional function, which has come to include all employees of local groups and expanding its scope to include new ranks and wires in line with the growing role of local groups assigned to them according to law regional groups.

the aim of reforming the local job system is to raise the level of performance of local groups and thus the level of public service provided to the citizen and create new opportunities in the job market by opening the way for graduates of universities, institutes and training institutions in new specializations, and the basic law unified the new staff of regional groups legal system for municipal employees with their counterparts in states and their administrative departments
