رصدت هذه الدراسة الوصفية الاستقرائية قضية إعلامية / سياسية مهمة، ترتبط بقياس استطلاعات الرأي وآليات عملها، حيث وفي إطار العمليات المتسارعة للتحول إلى مجتمع المعلومات وصناعة المعرفة بدأت تظهر ممارسات جديدة لقياس الرأي العام عبر شبكة الإنترنت، ورغم إيجابياتها إلا أنها أثرت على أخلاقيات البحث العلمي ومست بالمعايير العلمية والمهنية، فرغم فاعلية نتائج استطلاع تعزيز اللغة الإنجليزية في الوسط الجامعي والبحثي في الجزائر، إلا أنها ارتبطت بعدة إشكالات منهجية، ثقافية، فنية، موضوعية، وسياسية.
يمكن تجاوزها لجعل مسوح قياس الرأي العام تحقق أهدافها في الإصلاح الديمقراطي عبر مختلف المستويات.
Abstract EN
This inductive descriptive study identified an important media / political issue, linked to the measurement of opinion polls and their mechanisms of action, as part of the accelerated processes of transition to the information society and the knowledge industry began to show new practices to measure public opinion over the internet, and despite its positives, it affected the ethics of scientific research and met scientific and professional standards.
although the results of the survey promoting English in the university and research community in Algeria are effective, they have been linked to several problems: methodology, cultural, artistic, objective, and political.
they can be overridden to make public opinion surveys achieve their goals of democratic reform at various levels.

Cette étude descriptive inductive a identifié une question médiatique / politique importante, liée à la mesure des sondages d’opinion et de leurs mécanismes d’action, dans le cadre des processus accélérés de transition vers la société de l’information et l’industrie de la connaissance a commencé à montrer de nouvelles pratiques pour mesurer l’opinion publique sur Internet, et malgré ses aspects positifs, elle a affecté l’éthique de la recherche scientifique et a respecté les normes scientifiques et professionnelles.
Bien que les résultats de l’enquête sur la promotion de l’anglais dans la communauté universitaire et de recherche en Algérie soient efficaces, ils ont été liés à plusieurs problèmes: méthodologiques, culturels, artistiques, objectifs et politiques.
Ils peuvent être remplacés pour que les sondages d’opinion publique atteignent leurs objectifs de réforme démocratique à différents niveaux.
