Arabic Abstract

هدفت الدراسة الى التعرف على دور الإعلام الأمني في الوقاية و الحد من الجرائم الإلكترونية، و التعرف على أساليب تعزيز دورها و الكشف عن معوقاتها من وجهة نظر العاملين في الأجهزة الأمنية في دولة الكويت.

اعتمدت الدراسة لتحقيق أهدافها على المنهج المسحي بالعينة، و استخدام أداة الاستبيان لجمع البيانات و التي تم التأكد من صدقها و ثباتها، تكون مجتمع الدراسة من العاملين في الأجهزة الأمنية في دولة الكويت من الضباط و ضباط الصف و الأفراد من قوات الشرطة العاملين في القطاعات الرئيسة للشرطة و المؤلفة من قطاع الأمن العام بكافة مديرياته و ما يتبعها من مراكز أمنية في محافظات الكويت الستة ( العاصمة، الجهراء، الفروانية، حولي، مبارك الكبير، الأحمدي )، بالإضافة إلى الإدارة العامة لأمن الحدود، و الإدارة العامة لأمن المنافذ، و الإدارة العامة للمرور، و تكونت عينة الدراسة من ( 767 ) ضابطا و ضابط صف و فرد، تمثل ما نسبته ( %62.78 ) من مجتمع الدراسة.

أظهرت نتائج الدراسة أن دور الإعلام الأمني في الوقاية و الحد من الجرائم الإلكترونية في دولة الكويت قد جاء مرتفعاً من وجهة نظر العاملين في الأجهزة الأمنية، و قد بلغ المتوسط الحسابي العام للإجابات 3.742 من 5، و تبين من النتائج أن الإعلام الأمني في دولة الكويت قد ساهم بدرجة مرتفعة في خلق وعي أمني بخطورة الجرائم الالكترونية، و ساهم أيضا في ابراز أنماط الجرائم الالكترونية و أساليب ارتكابها و طرق الوقاية منها، و نشر التشريعات و القوانين الخاصة بالجرائم الإلكترونية.

كما أشارت النتائج أن أساليب تعزيز دور الإعلام الأمني في التوعية من الجرائم الإلكترونية قد جاءت بمستوى مرتفع من وجهة نظر العاملين في الأجهزة الأمنية، و قد بلغ المتوسط الحسابي العام للإجابات 3.811 من 5، و بينت النتائج أن من أهم أساليب تعزيز دور الإعلام الأمني في التوعية من الجرائم الإلكترونية قد تمثلت في تركيز إدارة الإعلام الأمني على توعية أفراد المجتمع بأخطار الجرائم الإلكترونية من خلال وسائل التواصل الاجتماعي الإلكترونية، و الاستفادة من الخبرات الإعلامية للدول الصديقة في مجال إعداد البرامج الإعلامية الخاصة بالوقاية من الجرائم الإلكترونية.

كما أوضحت النتائج أن المعوقات التي تواجه الإعلام الأمني في الوقاية و الحد من الجرائم الإلكترونية قد جاءت بمستوى متوسط من وجهة نظر العاملين في الأجهزة الأمنية، و قد بلغ المتوسط الحسابي العام للإجابات 3.590 من 5 وأظهرت النتائج أن أهم هذه المعوقات قد تمثل في ضعف التعاون والتنسيق بين إدارة الاعلام الأمني والمؤسسات ذات العلاقة بالوقاية من الجرائم الالكترونية.

وفي ضوء النتائج التي تم التوصل إليها، فقد تم وضع عدد من التوصيات من أهمها : العمل على التنسيق و التعاون بين إدارة الإعلام الأمني و المؤسسات العامة و الخاصة ذات الصلة من أجل إعداد برامج توعوية موجهة لأفراد المجتمع للتنوير بخطورة الجرائم الالكترونية و أخطارها على الفرد و المجتمع.

English Abstract

The study aimed at identifying the role of the security media in combating and reducing cybercrime, as well as identifying the methods of enhancing their role and detecting their obstacles from the viewpoint of the staff of the security authorities in the State of Kuwait.

In order to achieve the study objectives, the study relied on the survey approach, and the questionnaire was also used as instrument to data collection, after it was verified by its validity and reliability.

The study population consists of the staff of security authorities in the state of Kuwait including the officers who works in (the capital, Jahra, Farwaniya, Hawalli, Mubarak Al-Kabeer, Al-Ahmadi), in addition to the public directorate of the border security, and the public directorate of Ports Security, and the public directorate of Traffic, the study sample consisted the (767) officers and noncommissioned officer and the individual, representing about 2.78% of the study population.

The study results showed that the role of security media in the compacting and reduction of cybercrimes in the State of Kuwait was high from the perspective of staff of security authorities, in that average mean for the responses was 3.742 out of 5, and the results showed that the security media in the State of Kuwait has contributed a high degree in creating a security awareness of the seriousness of cybercrime, it also contributed to highlighting patterns of cybercrime, methods of committing them and ways to prevent them, and publishing legislation and laws related to electronic crime.

The results also revealed that the methods of enhancing the role of the security media in raising awareness of cybercrime have come at a high level from the point of view of employees in the security services, where the average mean of the responses was 3,811 out of 5.

The results showed that the most important methods of enhancing the role of the security media in raising awareness of cybercrimes were represented by focusing the management of Security Media in educating community members about the dangers of cybercrime via social media sites, and benefiting from the media experiences of friendly countries in the field of preparing information programs for the prevention of cybercrime.

Also, the results showed that the obstacles facing the security media in the competing and reduction of cybercrime came at an average level from the point of view of employees in the security authorities, and the general c average mean of the 3.590 out of 5, and the results showed that the most important of these obstacles have been weak cooperation and coordination between the management Security media and institutions related to the prevention of cybercrimes.

In the light of the results, the study recommended the necessity of enhancing coordination and cooperation between the Security Media Department and relevant public and private institutions in order to prepare awareness programs for community members to inform the seriousness of cybercrime and its risks to the individual and society.
