Abstract EN

Given that women are half of the world's population, they have always played a key role throughout human history and the formation of governments, so that either they directly have governed society, or in life and along with men, they have prepared the main and basic role of training and preparation of men's personality ; in such a way that by examining the verses of the Qur'an we find that god almighty considers men and women equal in the structure of personality and does not consider rule to be exclusive to men.

the present article, which has been compiled by descriptive and analytical methods and using relevant sources : Holy Quran, commentaries, authoritative books, articles, etc., has analyzed the relationship between the role of women in worthy governance with emphasis on the ruling of queen Sheba and has examined some of the effective components in this issue.

the result of this study, considering the components of worthy governance and its study in the history of the rule of the queen of Sheba is that in the view of god almighty, women's leadership is not incommensurate if it has the necessary conditions and women have the power to hold the right government and sovereignty, because god almighty has not condemned or forbidden the queen of Sheba in the Holy Qur'an for such things as proper management, righteousness, consultation, etc.
