English Abstract

Corona pandemic has emphasized to us the importance of paying more attention to International Disaster Law, as scientific studies indicate that the Corona pandemic will not be the final episode of the consequences of our mismanagement of nature especially over recent decades.

This paper aims to identify in particular the efforts being made within the UN, and in particular by the UN International Law Commission, regarding the development of an international convention on the protection of persons in the event of disasters.

First, the paper will explain the relationship between the existing approach of our relationship with nature and many disasters that we witnessed recently, including the Corona pandemic; and then the paper will review the most important efforts regarding the emergence and development of legalization of dealing with disasters at the national, bilateral, regional and sub-regional levels, and will focus on the effort of International Law Commission regard drafting articles on the protection of persons in the event of disasters as basis for international convention on the subject.

Finlay the paper will present a number of conclusions and recommendations.
