: The United Nations human rights system urged states to establish national human rights institutions, with the mandate of protecting and promoting human rights.

Algeria, like many countries, witnessed the establishment of national human rights institutions, through an evolutionary and gradual process, which reached the constitutionalization of this type of institutions under the constitutional amendment of 2016, which provided for the creation of a National Council for Human Rights.

The objective of Algeria to conferring the constitutional character on this body is to achieve complete compliance with the international normative principles which set the standards for the independence of national human rights institutions and their competencies, with the aim of restoring the position (A) that it lost during last few years.
