دفعت التحولات الحديثة التي صاحبت العولمة إلى إحداث تغييرات في الكثير من المفاهيم، باعتبارها تتضمن انكماش العالم و إلغاء الحدود الجغرافية و ربط الاقتصادات و الثقافات و المجتمعات و الأفراد بروابط تتخطى الدول و تتجاوز سيطرتها التقليدية على مجالها الوطني و المحلي، كما قلصت من سيادتها وحرية تصرفها في شؤونها الخارجية، و هو ما يتنافي مع مفاهيم الدولة القومية التي تحرص على عدم التفريط بسياستها ضمن نطاقها الجغرافي و مجالها الوطني بعيدا عن التدخلات الخارجية.
هذه المفاهيم التي ترتبط أشد الارتباط بمفهوم السيادة و ممارسة الدولة لصلاحياتها و سلطاتها على شعبها و أرضها و ثرواتها الطبيعية.
سنحاول من خلال هذه الدراسة التعرض لمختلف التحولات التي ترافقت مع ظاهرة العولمة في مرحلة ما بعد الحرب الباردة، بغرض الإجابة على الإشكالية التالية: كيف تأثر كل من الشأن الداخلي و الخارجي للدولة الوطنية بالتجليات العميقة و المكثفة لظاهرة العولمة في عالم ما بعد الحرب الباردة؟
Abstract EN
Recent transformations of globalization have led to changes in many concepts, including the shrinking of the world, the abolition of geographical boundaries, linking economies, cultures, societies and individuals with ties that transcend States and beyond their traditional control over their national and local spheres, and have diminished their sovereignty and freedom of conduct in their foreign affairs.
With the nation-state, which is careful not to compromise its policy within its geographical and national sphere away from external interference, this linkage is most closely linked to the concept of sovereignty and the exercise of the powers and powers of the state over its people and territory.
