E-learning is a modern way of university education, It aims to use modern technology to communicate the information to the learner beyond the limits of time and space, Its success depends on the way in which the technological educational environment is designed and its basic elements are taken into account.

This study aims to identify the requirements of the success of e-learning to achieve the quality of higher education in Algeria, Through highlighting the quality standards of e-learning and addressing the components of the e-learning management system, and focusing on the foundations and requirements of its success, which we highlighted the most important foundations and requirements that should be met in the students and teachers and the scientific content of the subject and the administrative support team.

It also presented the most important strategies that contribute to ensuring the success of e-learning and raise the level of productivity and performance of university education.
