Building a state of law requires adherence to the constitutional rules and texts that require dealing with them.

It raises a complaint by standing on the truth of its meanings.

Then comes the role of the constitutional judiciary in interpreting and clarifying it by organizing it constitutionally and legally According to the controls to reach the true will of the legislator without modification.

Therefore, legal jurists have defined various methods of interpreting constitutional texts.

The constitutional legislator assigned the Supreme Court in both countries to interpret the constitutional texts The research aims to show the constitutional and legal organization of constitutional interpretation and the problems it raises, especially in Iraq, due to the unaddressed constitutional and legal gaps.

We divided the research into three sections.

The first is the constitutional interpretation.

The second is the constitutional basis for interpretation and the position of jurisprudence on the award of the court and the nature of the decision issued.

And the third is the constitutional interpretation controls.

Then the conclusion included the most prominent results The UAE legislator has not regulated the mechanism for issuing the interpretative decision and the required and mandatory majority .The most prominent recommendations to amend the court law.
