The phrase "the principle of common but differentiated responsibilities" originated in the early 70s of the last century, when the Conference on the Human Environment held in Stockholm in 1972 declared that environmental protection is a "common responsibility of all mankind; The conference pointed out that environmental problems in developing countries are "largely due to insufficient development", and this is the initial form of the concept of "common but differentiated responsibilities".

In 1992, Article 4 of the United Nations Framework Convention on Climate Change formally stated this principle.

This principle called on developed countries to take the lead in reducing emissions first and to provide financial and technical support to developing countries.
