The housing sector in Algeria is considered a sensitive sector, and it is of great importance in influencing the standard of wage-earners and retirees, This category has witnessed a rapid increase in the demand for the purchase of subsidized upgrade housing or self construction in rural areas, with reminded them of resorting to direct methods of financing such as mortgage loans from banks, as well as the subsidy provided by the National housing fund, so the Algerian legislator tried to find a fair and equitable social service among all groups supporting it by indirect means of financing housing projects through a public body with private management; It is represented in the National fund for Equalization of Social Services, but despite this, this body was not able to adequately contribute to the financial support of housing sector, due to practical obstacles that this fund witnessed, including the freezing of rural construction projects since 2017, and the small amount of subsidy provided compared to the reference price of housing subsidized.
