In organizing the public service in Algeria, the Algerian legislator relied on a set of principles, some of which have a constitutional nature such as the principle of equality, the principles of democracy, and the principle that employment is a political act rather than an administrative one, and some of them have an administrative nature such as the principle of discretion, the principle of presidential authority, and the principle of permanence the principle of merit.

the aim of the research scientifically is to collect all the legal texts related to the subject of the study and try to present them in a sequence.

including: that the basic law of the public service took many principles that lead to the effectiveness of public administration, and its development for the better, but they are not sufficient.
